if I have a horse for sale for offers only, that is not explicitly marketed for the public (advertisement, in a public sale barn) extreme lowball offers (less than 100K) will result in a permanent blacklisting from negotiable sales. Other offers may result in a warning.

if the offer is deleted before I have to decline it, there are no penalties.
