This is a filly I bred. The sire is a Perlino from what I can tell, but has obvious green tiger eyes and champagne spots on his lips. The dam is a roan seal bay. I am not sure which genes she inherited from her parents. I suspect she has some champagne in her and only one cream gene. I think she also has roan, but because her coat is very light it is hard to tell. And even knowing all this, I am not sure what to call this color. Thanks for the help!

I believe the color term for it is "Classic Creme Roan" - so you pretty much have it right in her description.
She has at least one black gene and no bay genes.
She has one (and only one) cream gene.
She has one roan gene.
She has one champagne gene.
I believe her sire is a Champagne Double Cream, though I can't tell if it's diluting a black or bay coat.
The perlino coloring tends to look closer to the following:
