Would you count a 63 speed Grade foal as a Racehorse prospect or do I have to breed his speed into my Thoroughbreds?

So far I do have a few 60+ speed Deliboz x Thoroughbred crosses, quite a few 61 speed+ Grades and a few 55 speed+ pure Thoroughbreds. I think the Grades have the best body shape though.
