Hi, I've read thru the posts, but I'm still not sure about this:
When creating a new breed, do the horses have to all come from the foundation stock? Or if there's some standing at stud, or in sales that's the right cross, can you use those? What about COI, does it have to be non-existent? Or can you use horses that are higher COI, maybe with greens or even Golds? I was able to create a simple breed, but the one I want to do now is much more complicated!! Thank you for your input!!!

No; They can come from anywhere as long as they are the right mix. COI and stats don't matter.

And something else, it doesn't have to be 50/50 crosses when a cross is required
