Evaluating Horses

So I have some questions about evaluating horses. I use the books to evaluate my purebred horses for their breed. My question is that if it tells me that my foal is too short is it basing it off how tall it will get or do I need to wait to see if it will be tall enough later and reevaluate as an adult? Also same with body size, if I evaluate a foal is it based off of mature size or current size?

It's based on the horse as it will be fully mature. The evaluation will remain the same throughout the life of the horse.
