Which of the foundation breeds carry it?

I don't have all the colour restrictions added in yet but Champagne was, if I remember correctly, of spanish origin. So more than likely I would put it through North African Barbs. This may change before the game opens though. I may end up making it a random mutation instead. I haven't decided for sure yet though.

Even if it were a random mutation, would you be able to customize a horse to have champagne if it occurred in the breed?

If the colour is allowed according to the registry then yes you'll be able to choose it in the customizer
