Always a good idea.

If you create rules, stick to them. If there are no rules, then that's fine too. Keep in mind that newbies may disappear suddenly from the game and never return. Not a big deal, but your extra grinders may be stuck forever on an account. If you don't care, then go for it, if you do care, then... maybe something else is a better option?
