Why are all the in hand jumping comps 9in to 9.1hh

Why are all the jumping comps for little horses!! Their all for 9in to 9.1hh if anyone can tell me PLEASE TELL ME!!

I think In-Hand-Jumping is only supposed to be for small ponies. I think it's that way in real life as well.
But if you want to enter bigger horses in jumping comps, there's always show jumping, which doesn't have a size limit
